IDDIDD & transformation

Building connected digital capabilities for the built environment.

From digital adoption to integrated operational capability.

Digital transformation is more than introducing another software application. It is about improving how an organisation manages information, coordinates workflows, develops its people and makes decisions. DVA Intelligence helps built-environment organisations assess and design integration initiatives that support more connected project and enterprise operations.

Designed to support IDD-aligned workflows and evidence preparation. We don't claim compliance with any tender until its binding, project-specific requirements have been reviewed.

01Supporting Integrated Digital Delivery

Three things a digital-delivery tender looks for.

We help organisations map project-specific digital-delivery requirements to systems, responsibilities, information flows, deliverables and measurable performance indicators. Our approach can support the preparation of digital implementation plans, workflow architecture and the evidence needed to demonstrate proposed digital capabilities.

BCA's IDD Requirements Guide organises digital delivery around three essential elements. Each one needs an owner, a working system and evidence that it happens on the project.

A

CDE, use cases & enabling technologies

A Common Data Environment, the digital use cases the project will run, and the software and hardware behind them.

Where we help: connect your authorised CDE and files, keep source and revision lineage, and link use cases to the records that prove them.

B

Roles & responsibilities

Who owns each digital task, who reviews it, and how your value-chain partners take part.

Where we help: role matrices, training plans and an evidence trail that names the owner of each step.

C

Digital deliverables

What you hand over, in what format and when, measured against agreed goals.

Where we help: a requirement-to-evidence matrix and KPIs drawn from your own records, so gaps show before submission.

Metric types listed in BCA's guide

  • Manpower mandays by project
  • Unique worker count
  • RFI resolution duration
  • Submission approval duration
  • Schedule variance
  • Variation orders
  • Cost variance
  • Defect count and closure time
  • Safety reporting, where approved data and competence exist

02Tender readiness

Could you answer the IDD part of your next tender?

The sample Instructions to Tenderers (ITT) in Appendix B of BCA's guide ask tenderers for a preliminary IDD Implementation Plan (IDDIP). Here's what it covers. Mark where you stand on each item.

Preliminary IDDIP · self-check
1Measurable goals for digital delivery on the project
2CDE, software and hardware resources you'll use
3Personnel and their digital roles
4Value-chain partners and how they take part
5Your approach to digital deliverables
6Relevant track record you can evidence

Your answers stay in this browser tab. Nothing is sent or saved.

Where you stand

Mark each item to see a summary here.

This is a conversation starter, not an assessment. BCA's appendix contains model clauses; your actual ITT, contract conditions and employer information requirements decide what you must provide.

How we'd work on it with you
  1. Read the actual ITT and contract requirements
  2. Build a requirement-to-evidence matrix
  3. Assign owners and deliverables
  4. Surface missing proof
  5. Draft submissions for your team to review

03Requirement matrix

Each IDD theme, with an honest status next to it.

How we would respond to the themes in BCA's sample ITT, the kind of evidence a proposal would include, and exactly how far our claim goes today.

04Technology & capability development

Exploring advanced digital transformation?

For organisations exploring advanced digital transformation, DVA can help define new capabilities, establish productivity baselines, evaluate technology options and structure implementation roadmaps.

Eligible Singapore built-environment firms may also explore applicable government transformation support, including BCA's Built Environment Technology and Capability (BETC) Grant. Grant eligibility and funding are determined solely by BCA. You submit and manage your own application.

Before you sign anything

Under BCA's published rules, no work, payment or third-party contract for the proposed initiative may start before you submit your application. A first conversation with us is about the problem, not a contract.

  1. Business challengeWhere time, rework or quality is lost today, with a baseline
  2. New capabilityOne coherent, reusable company capability, beyond current practice
  3. MeasurementBefore-and-after KPIs agreed up front
  4. Your application decisionYou decide whether to apply. BCA decides on support.
How we can support you
  1. Diagnose your current workflow and baseline the manual time, rework, quality or resource losses
  2. Define one coherent, reusable new company capability, not just an off-the-shelf installation
  3. Document why the method goes beyond your current practice and relevant industry standards
  4. Choose a specialist-system and integration architecture, with a clear procurement and access plan
  5. Prepare technical scope, implementation stages, outcome method, training, responsibilities and itemised quotations for your own evaluation
  6. If you proceed under approved arrangements, test adoption and measure change against the agreed KPIs

We don't apply for the grant, manage it on your behalf or promise any level of support.

What BCA and MND publishChecked 28 Oct 2026

Published upper tiers of qualifying costs. Actual support is case-specific and decided by BCA.

  • For Singapore-registered and operating built-environment firms able to finance and complete the initiative.
  • Supports capabilities that last beyond a single project and exceed prevailing industry standards.
  • May cover qualifying software, equipment, materials, consultancy and professional services. Generic solutions are not automatically eligible.
  • The applicant applies through its own Corppass/BGP account. Third parties can't apply for or manage the grant on its behalf.
  • If an application is approved, funding is disbursed on a reimbursement basis against proof of costs incurred and payment (MND Committee of Supply 2025 factsheet, Annex B, para 9).
  • BCA's published SME definition: group annual turnover up to S$100 million, or group employment up to 200. This isn't tied to any BCA workhead or grade.

Grant eligibility and funding are determined solely by BCA. Always confirm current terms on the official BCA BETC Grant page.
